Key Analysis of China's New Value-Added Tax Law and Regional Tax Preferential Policies
The "Regulations of the People's Republic of China on Value-Added Tax " was adopted at the 13th meeting of the Standing Committee of the 14th National People's Congress on 25 December 25 2024, and will be officially implemented on 1 January 2026, replacing the "Provisional Regulations on Value Added Tax of the People's Republic of China" which has been in effect for 31 years. This is a major step in the process of legalization of taxation in my country, marking the elevation of value-added tax from an interim regulation of the State Council to a law, further consolidating the principle of statutory taxation. This course will discuss the legal framework and main contents of China's new VAT law, and summarize the key issues that need to be paid attention to. In addition, in order to support the coordinated development of various regions, the country has introduced a series of tax and fee preferential policies aimed at enhancing the balance, inclusiveness and sustainability of development. This seminar will also introduce the latest regional tax incentives to help members develop in the Mainland.

Ms. Wong is a seasoned finance and tax specialist with more than 15 years of all-rounded experience from public sector, global advisory firm and commercial sector. She has extensive experience in cross-border and overseas investments and divestments, investment structuring, group restructuring, financial analyses, international tax planning, base erosion and profit shifting, transfer pricing, judicial review, tax appeals, finance and tax due diligence, mergers and acquisitions and initial public offering.
Ms. Wong is a frequent speaker on public finance and tax-related topics. She has been an editor of tax newsletter and renowned tax guidebooks. She is also a devoted volunteer, serving in various government committees, not-for-profit associations and organizations.
